Stand on the Via Appia today and you are standing on the oldest piece of working infrastructure most travelers will ever touch. The basalt is still there — polygonal blocks fitted so tightly that a knife won’t slide between them, ruts worn by iron-rimmed wheels still grooved into the stone. In 312 BC the censor Appius Claudius Caecus pushed this road south out of Rome toward Capua, and it has outlived the republic that built it, the empire that extended it, and every successor state that has governed Italy since. Statius called it longarum regina viarum — the queen of long roads.

The durability was not luck. And the part of the road that survived twenty centuries is the part no one pictures: not the pavement underfoot but everything packed beneath it. The road surface was the smallest part of the job.

The four courses under your feet

A Roman road was a trench before it was a road. The surveyors, the agrimensores, fixed the line first, sighting along rods through a cross-shaped instrument called the groma and driving the route straight through whatever stood in the way — forest, ridge, marsh. Where the endpoints couldn’t be seen, signal fires marked them. Then the diggers went down, often several feet, until they hit firm ground.

Into that trench went the layers. At the bottom, the statumen: a foundation of flat stones bedded in lime mortar, stacked two or three deep. On top of it the rudus, a coarse concrete of rubble and smaller stones bound with lime. Above that the nucleus, a finer concrete of sand, gravel, and lime, rolled and packed. And on top, the summa crusta — the paving the modern eye recognizes, polygonal slabs of hard stone set so the joints were tight and the whole surface crowned slightly higher in the middle than at the edges. The four courses together could run as much as three feet deep — a yard of engineered ground carrying a few inches of visible road, and in some provinces thicker still.

That crown was the point. A Roman road shed water. The convex camber drained rain off the surface into ditches, the fossae, cut along both sides, so the road never sat in standing water that would freeze, heave, and crack it apart. On open ground the whole structure was often raised onto an embankment, the agger, a built-up causeway that lifted the road above the surrounding land and kept it dry. Drainage, not paving, is why the stone is still flat two thousand years later.

The dimensions were old and legislated. The Twelve Tables, Rome’s foundational law code from around 450 BC, set a public road at eight Roman feet wide where it ran straight and twice that on the curves, where a cart needed room to swing. In practice the widths actually measured on the ground vary enormously, from under four feet to more than twenty; a major highway ran to something like fourteen feet of paved surface — enough for two wheeled vehicles to pass — with footpaths to either side. Gradients of ten to twelve percent were known in ordinary terrain, and fifteen to twenty percent in mountainous country, though for wheeled traffic engineers aimed for much shallower slopes.

The hands that laid the stone

Much of this was built by soldiers. In the provinces and along the frontiers, road-building was a military job, and a legion not at war was a legion with picks and spades in its hands: on campaign, troops laid road as they advanced; in peacetime, road-building kept them disciplined and occupied. But not all of it was army work. Roads were also let out to contractors, who put hired laborers, enslaved people, and convicts on the line, sometimes with army engineers directing the job. A road let an army march in any weather, supply itself, and reach a frontier in days rather than weeks — the original reason for the whole network, and the reason it radiated outward from Rome along the lines the legions had walked.

That military spine carried everything else. Once a road existed, the empire’s official mail moved along it through the cursus publicus, the state courier system founded by Augustus. Suetonius says he first posted young men at intervals to pass a message down the line, then changed the design so a single courier rode the whole route — a man who arrived could be questioned about what he had seen. Stations sat at regular intervals: mutationes every eight or ten miles, where a rider swapped to a fresh horse and could find a wheelwright or a man to treat a lame animal, and larger mansiones a day’s ride apart — roughly twenty-five Roman miles — where an official could find a bed, a meal, and a smith for the horses. A courier could carry a letter roughly fifty miles in a day — a speed the Western world would not reliably beat until the railway.

Trade followed the couriers. Merchants, pilgrims, tax collectors, and ordinary travelers used the same stone, and private inns, the cauponae and tabernae, grew up alongside the official stations. Towns thickened where roads met. The network that let a legion reach Gaul also let oil, grain, and people flow back the other way, and let an order from the capital arrive in a province while it still mattered.

The stones that counted the miles

The system had a center, and Augustus marked it. Around 20 BC, as the official charged with the roads, he set up the Milliarium Aureum, the golden milestone, a column sheathed in gilded bronze — marble beneath it, some think — near the Temple of Saturn in the Roman Forum. It was the symbolic head of the network, the point every great road was reckoned to run from. No ancient writer records what was cut into it, but the long-standing supposition is a list of the empire’s great cities and the distance to each. The counting itself seems to have been more literal-minded than the monument: a remark of Pliny’s suggests the miles were actually reckoned from the city gates, about a mile short of the column.

However they were reckoned, the miles were counted. Along the roads stood the milestones, the miliaria — stone columns, some standing five feet tall and weighing more than two tons, set at each Roman mile, the mille passus, a thousand paces, the unit our word “mile” still carries. They told a traveler how far he had come and how far remained. They also told him who was responsible: many were inscribed with the name of the emperor or governor who had paid for the road or its last repair. The condition of the stone under your feet was a statement about the power that maintained it.

At its height the network was vast — on the order of fifty thousand miles of paved highway, and several times that again in lesser roads, a quarter of a million miles in all, tying every province of the empire back to the capital. Twenty-nine major highways ran out of Rome alone.

The phrase outlived the engineering. “All roads lead to Rome” was very nearly literal: they were built to run there and measured back to it, mile by counted mile, toward a golden column that has since been lost. The column is gone and the empire is gone. The road Appius Claudius cut in 312 BC is still under the feet of anyone who walks south out of the city — drained, cambered, and carried on the buried courses packed beneath it by men who built it for an army and accidentally built it to outlast them all.
